Not a matter of weather it's as good as the original. It's seems that both movies are different enough to stand on their own.
So I'm guessing the original made enough money to do a sequel, but the original's story does not give much wiggle room for a squeal, so they alter the purpose of "the boy" so that they can make more movies. It's a story change similar to Friday the 13th part one and part 2 (if you seen those movies, you'll understand )
As for the movie as a stand alone It takes a while to really get to the point where I'm scared. These ghost stories are starting to get lame. They need to go back to killing people without mercy. Not really sure if it's worth just watching Katie Holmes be cute but old for like 70 mins before something horrific happens.
