There haven't been any orphanages in the US since the 1970s when they were phased out by the foster parent system; however, this is not the US we live in today as there are no super-powered people in the US today. I just don't understand how all of a sudden Dex becomes the super unbeatable, super releflexive, baton master! I mean seriously writers, from the psychotic but skilled agent with the endless inner conflicts to the anti superhero who spreads terror within seconds, there's a huge and when I say huge I mean gigantic leap. It's still a 9/ 10 but I give a 1 to this particular character.
