Possibly this was based on some acting pitch to say that an actor was available to work in London? As opposed to a provincial actor, for instance?
It is a pun on Toast coming from London (like Laurence of Arabia) and the phrase meaning someone (often an actor in the west End) is acclaimed for their success ( He was the toast of London) coming from the habit of raising a glass in a toast actors. Edit
