A group of crooked cops are robbing and murdering drug dealers. Sonny and Tubbs are on the case but their only lead is a homeless woman who's not what she seems.

-Castillo mentions the (Arthur) McDuffie riots back in 1980, triggered by five Miami-Dade policemen beating McDuffie (who had a list of traffic offenses and a suspended license at the time) to death after claiming he was fleeing from a routine traffic stop. The officers were all acquitted (similar to the Rodney King case 13 years later) and Miami burned for two days until the National Guard and curfews restored order. See more
In the closing shot, the film clip is flopped - you can see that the letters on the building are backwards and the arrangement of buildings is backwards as well. After the scene at the food bank with Crockett and Tubbs, the camera tilts upward, and the buildings are in the correct order with the letters forward. See more
