In a society that has eliminated crime, the police department must find a way to justify its own continued existence.
In a modern police state ruled by an infant king and his uncle the regent, the very last imprisoned dissident has recanted. This is NOT good news, for no dissidents means no need for a secret police. The entire force will be out of a job if they can't find at least one dissident. The commanding officer persuades the Sergeant, a plainclothes agent provocateur (so uncomfortable without his uniform that his wife sews gold braid on his undershorts) to falsely claim opposition to the government.
